Poland notified the European Commission of an electronic document available to refugees from Ukraine - Diia.pl, as a document confirming their legal stay on the territory of Poland and enabling them to travel within the European Union, as well as crossing its external borders. This is the first fully digital residence permit in the European Union.
In order to regulate the issue of the movement of Ukrainian citizens within the Schengen area and crossing the EU's external border, on July 12, 2022, the Ministry of Interior and Administration submitted to the European Commission an application for a temporarily used Diia.pl document as a confirmation of the legality of stay in Poland. Information on the document was simultaneously sent to the EU Member States and associated countries of the Schengen area.
After the official notification, the Diia.pl electronic document, held by a citizen of Ukraine or another foreigner (whose stay in the territory of the Republic of Poland is considered legal under the Act on assistance to Ukrainian citizens in connection with an armed conflict in that country), acts as a residence permit used, together with a valid travel document, to cross the external border of the EU. It also allows movement within the Schengen area for 90 days in any 180-day period.
The Diia.pl document is available through the mObywat mobile application, which can be installed on mobile phones with Android and iOS.

For the same purpose, ie enabling travel, the Ministry of the Interior and Administration notified the European Commission as a residence permit as a temporary protection certificate, which is issued by the Head of the Office for Foreigners to persons granted temporary protection with citizenship other than Ukrainian.
